I believe it is being internally tested.   I'm awaiting for one as I hear it my improve LLC voltages and temps when overclocking.

Any specific purpose for the microcode update you are asking about?

Are you referring to the Intel IME firmware security update?

Extreme4 and K6 z370 boards got new/recent BIOSes with:

1.Update Intel ME 11.8.50.3425.
2.Enhance CPU performance.

Taichi BIOS notes show (Nov 3, 2017):

1.Update Intel ME
2.Update Microcode
3.Enhance CPU performance

So is Taichi firmware up to date with IME?

Also are the Enhance CPU performance the same on these mobos?   I've seen a K6 user report of having better LLC=1 support after upgrading to the latest BIOS v1.3.  (stable vdrop and improved temps).

Exactly, there are microcode updates for other boards but not for Taichi.
Also, when I use the BIOS flash update tool it says v 1.20 is available but then errors out when trying to DL it.

Given what we've seen in the past, the general trend for ASRock is the more basic, cheaper boards receive the UEFI/BIOS updates first and then the updates become available for the more expensive, high end boards. For example, we can see that in the UEFI/BIOS update list for the ASRock AM4 boards. The lower end B320 and B350 chipset boards are getting AMD AGESA microcode updates before the X370 chipset boards. My AM4 X370 board does not yet have the equivalent microcode update, but I'm sure it will very soon. That was the case when I checked this page on December 7, 2017:

http://www.asrock.com/support/index.asp?cat=BIOS

There is no reason to be concerned similar UEFI updates won't be provided for the Z370 Taichi, I'm sure they will be.

Something to keep in mind is, updated or refined UEFI/BIOS features provided for less expensive boards in UEFI updates may simply be things that are already available on more expensive boards.
