I currently have an NVIDIA 970 installed on PCIE2 and an IBM 750 drive installed on PCIE4.  I believe the NVIDIA board uses 8 lanes and the IBM drive 4 lanes.  Can I add a SAMSUNG NVME m.2 drive as well.  The IBM NVME drive is my boot disk.

BTW, my MB is ASRock Z97 Extreme6 with I7-4790 processor, 32 GB ram and running Windows 10.

Yes, in theory you should be able to add another drive. Your GPU is meant to run at x16 however it will run fine at x8 (no notable performance loss) and the 2 drives will operate at x4 and x4 giving you a total of 16 lanes used. 

I cannot speak for compatibility with the OS or any potential conflicts but I highly doubt that would be the case. You should be able to add the SM951 without issue.
