please excuse my "gibberish" english ..it is not my native language
I am new on this board, and I hope not to violate any forum-rules with my first request

I am new to Asrock boards + it is my first AMD-CPU 
X399 Taichi on PCIE_1 / X16 slot is the  Radeo RX 580
on slot  PCIE_5 / X16 ... I try to install a (older) X4 card  (for Video YUV output) ... ditto on PCIE_5 X16

on both slots behind plug in the card an power on:
start not Windows 10 prof,  instead PC hangs in the bios + no chance for press F2 or Delete
Dr. Debug tells code 5A ... which in the Taichi-manual (imho misleading???) is clear assigned to the memory

Advanced Bios setting like "AMD PBS"
configure the PCIeX16 Switch  per Auto / Gen_1 / Gen_2
never found a explanation to  this setting variants

ditto nothing found a explantation to the "Promotory PCIe Switch" ... 1x16 /4x4  

please can you give me a hint for my AMD or Asrock  problem??

is it by AMD or Asrock ... not usual to use a X4 (lanes) Card in a X16 slot??
have i overlook a setting for this ??
what means ...PCIeX16 Switch  per Auto / Gen_1 / Gen_2

First, please post a complete list of your specifications.  I suggest you do as I have and put them in your signature so they are automatically appended to each post.  Please include your BIOS and Windows version and Power Supply.  Please check both the 8-pin and the 4-pin CPU power connections.  Make sure they are CPU and not PCIe cables.  I would remove all PCIe cards and all but one stick of memory and see if it seems to boot - no video to verify but you do have Debug codes.  You ultimately may need to remove your CPU and check for bent pin(s) or paste on the pins.  Good luck and enjoy, John.

the freeze-problem with the X4 (lines) Card is solved at the moment, when I pull out the X4 card again before the next startup attempt.

I will edit my signature ... but for first .. win 10prof and Bios was from yesterday, as  fresh build on PC
the problem is only present when the card is inserted

without the X4-card ... everything is in the green area, works as it should
the problem is only present when the card is inserted, otherwise I would not have been able to test both slots behind each other

Try the 4x card in the legaci pcie 2.0 1x slote.
This is for testing only as the performance will be poor.
I ran in a similar problems when I used my pcie 2 LSI raid card.
System Will hang or be unstable.
My best bet on this is something to do with the threadripper architecture.

the old (anno 2011) card works in the " legaci pcie 2.0 1x slot"
Although with (logic) reduced options=videoresolutions, but it works in principle

but on X16 slot 4 and 5 ... bios freeze .. even if I change the PCIe-switch setting from Auto to Gen1

sorry, I am new to Asrock, therefore my question:
Is this normal and common with Asrock-Boards, that  in the Bios there are considerably more setting points available
as in the manual dokumentation describe & illustrated is ??
gives there other (hidden)  dokumentation-place as the usual download-area ??

Centraleurope, I think almost all boards will be like ASRock in that up to date documentation on the BIOS settings does not exist.  I have asked ASRock support and there was no help there either.  This forum is about as good a place for information as any.  Enjoy, John.

I hope it is not true,  the Taichi PCIe X16 slots  can only  management electrical X16 cards

Of interest, a similar card as mine, same type, but not the same year of manufacture,
works  im a  X16 slot  from a X399 -Asus board perfect and automatically (without any climbers in the bios)

the new card has to travel 400km between Germany and Austria ...  in the Christmas season, before the truth comes to light.

have anyone on x399 Taichi board  in addition to the graphics card,
 running to their satisfaction, an X4-carcd (4lanes) or X8-card (8lanes) running in an X16 slot ??

Any update on that issue ?
I have exactly the same issues with a x4 gen 2 PCIe decklink card : the bios gets locked with Dr Debug error code 97 on all the x16 slots.
It works however on the x1 slot.
I've tried last bios 3.30 and last beta bios 3.33D .
This HEDT MB should have all PCIe slots functional. It's a pity it can't accept pro hardware.

I still hold out hope for a fix, but I am not sure that ASRock is planning on it. They most certainly respond with vague suggestions and close the issue if you try to contact them.

A wider Internet search will show you that others who need to use PCIE devices beyond GPUs have gone to ASUS Zenith boards which do not exhibit this PCIE behavior. I regret my purchase of this board, but am not able to move to the ASUS ones, so I simply can't use my PCIE cards which cause these lockups and instability -- currently I have two HBAs, a USB card, and an Intel 4 port NIC that all cause the lockups.

The asrock support helped me solve the issue; they provided a beta bios 3.33e (which does not seem to be available on the web).
My decklink x4 pcie gen2 is now recognized.
The pcie slots are still not working properly (i have a GPU + 1 pcie x4 + 3 pcie x1 cards, but i can't use all of them, only GPU + x4 + 2 x1).
But this is already a substantial progress.

That is good news. For you. As I said, I am still hopeful of ASRock committing time to fix the PCIe issues.

It does not change how they responded to me, and judging by Google, and others by simply saying they won't support the peripherals.

They have released a new BIOS for the Taichi and I have it flashed. I will spend some time seeing if the issues still exist for my HBAs and USB card.

Just wanted to report that the 3.50 version of the BIOS has improved the PCIe issues I was having the Fresco USB cards and HBAs.

The Dell HBA seemed to work, but I noticed some NVME checksum errors I have never seen, so I swapped it with an LSI HBA and the checksum errors disappeared. I plan to make a test pool and copy data on/off of it for a few days to see if there are any issues.

For the Fresco USB card... If I put it in the 1x slot it works fine, but gets grouped with all the motherboard devices and I cannot pass it through under linux to a windows vm. Again, otherwise it works just fine in Linux or Windows. If I put it in a 16x or 8x slot, it does get put in it's own group and I can pass the whole card to a Windows VM.

Previously, both these cards, the Fresco USB 3 card and the HBA would cause lockups if they were installed.

Glad to see progress here.

Never mind. PCIe problems are still there, just not causing hard lock-ups.

With the USB PCIe cards I have or HBAs plugged in, the 3rd NVME drive/slot starts acting up. I have fully populated the NVME slots, and have two of the NVME drives mirrored. When I plug these one or both of these other cards in *any* available PCIe slot(s) the NVME in the 3rd slot starts complaining about checksum issues. No extra USB or HBA plugged in is fine and stable with 3.50.

Progress in that we don't get lock-ups, but still problematic. Oh well.
