This is a new build:

The motherboard won't post. - I'm not sure if there are LEDs on the motherboard for troubleshooting - If there are, I don't see them, and the manual doesn't seem to reference them
The website says my CPU requires BIOS version P3.20 - I don't know how to determine my current BIOS version since it won't POST - I'm wondering if my BIOS is too old to support my CPU. - If it is, I'm not sure how to remedy.

They used to put factory BIOS version sticker on the EEPROM chip on the motherboard. I don't know if they still do that, but have you looked for it?
If it is there, and it's pre-3.20, you'd have to borrow an older CPU (3000-series Matisse or 4000-series Rembrandt preferred) to update the BIOS. AMD might still have boot-kit program, where they let you borrow an older CPU.

My BIOS version is 3.40, so I'm good there as far as CPU support.
With no memory installed, I get 3 beeps. (Not surprising - this seems to be telling me the system is unable to detect memory.
When I install memory and try to boot, I get no beeps and nothing comes up on the monitor. (I'm using onboard video, no video card.)
I'm pretty sure that the issue is 'bad' / unsupported memory.
Before I go out and purchase new memory, I'm hoping someone else can concur.

"I'm using onboard video, no video card."
Ding ding ding ding! Ryzen 5700X3D doesn't have any integrated GPU.
In fact, the only AM4 APUs with integrated GPU are G models (3200G, 5700G, etc.) Most AM5 CPUs have integrated GPU, except for the F-models (e.g. 7500F).

Well.....this one is a little embarrassing.
Nothing that a $40 video card couldn't resolve.
Sometimes you just miss the forest for the trees.
Everything seems just fine now. Thanks for the help/input.
