It won't sleep for longer than 15 seconds or so. Sometimes, it wakes immediately after entering sleep.

My build:

Win10 - was a fresh install. Fully up to date.
Corsair LPX 3000MHz - 2x16GB (currently at 2133 as a troubleshooting step)
Ryzen 1700x - stock clocks
X370 Taichi - IIRC, stock BIOS settings. BIOS v 3.2
Samsung 850 EVO
eVGA GTX 1070 SC - stock clocks

AMD Chipset drivers are the most recent. (17.x or whatever)
Using the AMD Balanced Power Plan.
Unplugged everything from USB except keyboard and mouse.
Nothing stands out in Event Viewer.

Check UEFI settings for C6, Suspend to RAM (under ACPI). Also, check the other ACPI options.

It may be a rare case of wake-on-LAN/magic packets trying to wake your PC remotely (highly unlikely).

Now, something funny. I'm a big guy myself. Sometimes my walking is enough for my hyper-sensitive Deathadder 3.5G to pick the vibrations and turn my screen on (my PC is not sleeping/hibernating). I also use a hyper-sensitive seismic sensor (for BOINC QCN) and it's funny to watch how your body is rocking the house as you walk (and some other activities WinkWinkWink).

in windows device settings check your mouse power option and disable waking up your pc

but anyway u can check windows logs to see why your pc woke up

run cmd/powershell as administrator and run "powercfg -lastwake" (without quotes) then u should be able to see which hardware/device wake up your pc
in case it doesnt tell you anything usefull...feel free to say so

Somehow it turned out to be WoL. I enabled it months ago and forgot about it. Here's the weird part. WoL has always been disabled at the gateway and there are only 2 other devices on this subnet -- a powered off computer and a Netgear 5 port gigabit switch.
