OK was building a new computer to upgrade form old AMD FX-8350 to New R5 bulid however I having an issue. It will not posting.

New Parts 
- Asrock x370 Taichi
- RYZEN 5 1600X
- 2 G.SKILL Ripjaws V Series 8GB DDR4 (3200)
- Sapphire Radeon NITRO+ RX 580 8GB GDDR5
- WD Blue 3D NAND 250GB M.2 2280 Solid State Drive

Parts form build
- Thermaltake Black Widow W0319RU 850W
- CORSAIR Hydro Series H80
- Mushkin Enhanced ECO3 2.5" 480GB SATA III

Now new parts just don't post. I just get the LED blue light mother boards LED blinks on it. NO Dr. Debug error codes or lights.

I have tried the folling
- CMOS Reset (also done again after any hardware changes)
- Moving ram slots / 1 Ram in different slots.
- Check power connections.
- Check and Re-seat CPU (no bent pins)
- Short power button connections
- Remove M.2

Now I don't have anther R4 MB or CPU to test but the GPU and power Supply are working in old build. How to I determent what part i need RMA.

Pretty close to what I'm running.

First, check if all power connectors are seated properly, and you're using the right ones for EPS12V & PCIe. GPU and aux mobo power connectors are often mistaken.

Also, make sure both GPU power cables are plugged. This GPU needs 2 power cables to work properly.

If all of the above fails, take out everything from the mobo. Leave only the power cords plugged. Power on and see if the board will beep or show Dr.Debug codes. If you get no codes whatsoever, most likely your mobo is a dud.

If you know your way around a multimeter you could also probe the PSU as well.
