Monitor goes into standby mode, but all the fans stay on

No really shut down system.

How can I solve this problem?

Greetings, this is ASRock TSD.

According to your question, we provide some suggestions for verifying:

1. Please enter the BIOS setup and load BIOS default via [F9] key to verify.

(Make sure no Windows update is working after shutdown the system)

2. Please refer to the steps below to adjust the system shutdown behavior to S5:

Step 1. In Control Panel>Power Options, please click the Choose what the power buttons do

Step 2. Un-check Turn on fast startup (recommended) box

Step 3. Click Save Settings

3. Please install bare bone devices CPU, one stick memory, VGA card, system disk to check if system can shut down properly.

4. If possible, please re-install OS to verify the OS environment.
