PCI express in the bios is already enabled.
fast boot is off.
i even uninstalled AMD drivers in safe mode using DDU, shut down.
added the 750 ti sc. Reset the cmos, re-seated the ram.
cleared the existing power from the pc.
and fresh booted. [ yes the 6 pin connector already in the 750 ]

i have tried everything and have spent almost a week trying to get this to work.
i have windows installed on an SSD and 2 other HDDs to hold my files, as well as a  http://i.viglink.com/%3ckey=d7d7aa5ced1ebc0821effbccab897fa0&insertId=115cc30ec045ae83&type=E&exp=60%3ACI1C55A%3A10&libId=jl6sa8e8010009ks000DAtodzsdrslo5p&loc=http%3A%2F%2Fforum.asrock.com%2Fforum_posts.asp%3FTID%3D9480%26PID%3D55152%26%2355152&v=1&iid=115cc30ec045ae83&out=http%3A%2F%2Fwww.walmart.com%2Fsearch%2F%3Fquery%3Dusb%2Bdrive&title=ive%20tried%20everything.%20GPU%20SWAP%20-%20750%20Ti%20SC%20-%20ASRock%20Forums&txt=%3Cspan%3EUSB%20%3C%2Fspan%3E%3Cspan%3Edrive%3C%2Fspan%3E" rel="nofollow - USB drive .

try a different outlet port on the new card eg hdmi/displayport

have you proved the 750 to work ? (eg in another pc)

can you try another pcie slot

now heres another less usual fault
on my other system with a 750

it dosnt always sit down properly in the slot
if i screw the bracket down it pulls the card up from slot and guess what .....no video

check your card is sitting down all the way and equally pushed into slot

this sounds like a uefi compatibility issue. you may need to enable CSM. CSM is a workaround for mixing old and new hardware by emulating an old BIOS environment, which some older hardware needs if they are not UEFI compliant. For video cards, being UEFI compliant means having a GOP driver (Graphics Output Protocol) in their VBIOS. Without a GOP driver integrated into your video card's BIOS, it won't display anything unless you have CSM enabled.

So enable CSM, disable secure boot, and report back.

CSM was already enabled. it's all in Legacy mode.
secure boot was/is disabled as well.

Make sure you are loading the legacy oprom for video too. This would be in CSM settings.

If this is how it's set still, its possible your video card is dead. A dead video card can still appear to power on, fans spin, light up, but won't give any video out and not be detected in OS. Make sure it is being detected. Your board also has integrated video outputs. Try connecting monitor to one of those, or remote into the computer with something like teamviewer, or put both video cards in the same system and check device manager and if its not there, your video card is dead (try it in another computer to confirm).

could it be because my monitor is so old that the gpu refresh rate default is set too high.
this monitor is actual junk. . . but it works.  its an " AOC 2267W"

i still have not figured out how to fix this issue.. ive pretty much given up.
