I am unable to get my new build to POST (no beeps of any kind)  After I press the power button here's what follows:

1) CPU heatsink's fan spins up. 
2) 3 seconds or so pass
3) CPU heatsink's fan starts to spin down until off.
4) Starts over at step 1.

I have the machine stripped down to only the RAM, CPU, power supply, and case fans. 

I have tried:

1) Removing the CMOS battery for approx. 5 minutes.
2) Reseating all of the power connections.
3) Reseating the RAM.

A post I just read on these forums (http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal) stated that fully clearing the CMOS can take at least 10 mintues, and up to 4 hours.  I am currently doing the 4 hour wait, except for one problem:  I do not have any jumpers on my CMOS pins!  There weren't any on it when I received it. 

Any thoughts on what my next steps should be?  Have I missed something?  Any help would be appreciated.

first of wich H370m do you have.?
Without a DR. Debug  Code
Or Beep Code its kinda hard to tell whats failing.
Try booting without Ram, only one stick of ram. (try all of them in single use)
Also what CPU and Ram are u using

Thanks for the reply.  I agree that it is very hard without a beep code.   

 full system specs:

Case: Fractal Design Node 804
PSU: 
Motherboard: ASRock H370-M Pro4
CPU: Intel Core i3-8100 w/ stock heatsink/fan. I also have a Cryorig heatsink/fan I'm considering trying.
RAM: Corsair Vengeance LPX 8GB (2x) 

RAM is installed in slots A2, B2.
CPU heatsink "mounts" are securely fastened to the motherboard.   A nice feature of the Node 804 case, is that I can see the back of the motherboard. 


I will try to boot with no RAM and report back with the results.   If pictures would help, I can upload those.

I pulled all of the RAM.  CPU + Heatsink/Fan are connected.  24 pin power supply cable is connected. 8 pin ATX 12v is connected. 

No beeps. No lights.  Nothing.   I'm returning the board to Amazon.

The board does not have a built in PC speaker (beeper) so you would need to have one connected to the "Speaker" header on the board in order to hear any beeps/beep codes. 

You can try installing one stick of RAM in A1, then A2, then B1 then B2 and see if the system posts with any of these configs, then to rule out a bad RAM module, repeat the process with the other RAM module. If neither stick allows the system to post then your RAM may not be compatible. 

If you are going to strip down the system to return the board anyway then you may as well also check for any bent pins in the socket or debris on the CPU contact pads.

I have the same problem with the same motherboard. Sometimes it's even hard to go into bios and I remove battery for a minute. Motherboard boots even 30 minutes according to your points 1-4. Installing Win10 is a big challenge. I didn't win. I tried to install W10 a few times on this MB (with M.2 disc) but after installation, during Windows configuring (managing devices or sth else) everything freezes and I can begin from the begining. Some usb pendrives are good for this MB but some don't run (they run on other computers). I will give it back to the seller if don't find a solution during this weekend.
ASRocks please write something when you solve it.
