Motherboard: ASRock Z370M-ITX/ac
CPU: Intel i5-8400
Memory:  Team T-Force Vulcan 16GB (2 x 8GB) DDR4 3000

Issue: Apparently no way to disable overclocking?
- I know the MB is trying to overclock as it boots, then resets and boots again (like it couldn't achieve some auto overclocking goal)
- I'd like to disable overclocking so it will simply boot once straight into the OS

I've used ASRock motherboards for years -- great performance for the price.  First time I've ran into this issue.

Google searches haven't provided any useful information.  Some people say that overclocking isn't enabled by default.  It would be nice if they simply had a DISABLE O/C setting in bios...

The Intel non-K series CPU cannot overclock manually, do you mean the Intel turbo boost function?

Regarding your case, we suggest loading the BIOS default firstly to check if the symptom can be fixed.

You can follow the user manual page 21 to clear CMOS.
