Z890i Nova Wifi Windows 11 boot issue

Can't boot Windows 11 from NVMe without a USB stick.

ASRock Phantom Gaming Z890i Nova Wifi motherboard
BIOS: ASRock Nova Wifi 3.10
CPU: Intel Core Ultra 5 225
GPU: PNY RTX 5080 TI OC
MEM: G.Skill DDR5-8000 2x24GB

The only storage installed is a Samsung 9100 Pro SSD 2TB in M2_1.

IN BIOS
Boot selection: nothing shows up.
Under Security / TCG Storage Security Configuration: Samsung SSD 9100 Pro with Heatsink 2TB
Under Storage Configuration: M2_1: Samsung SSD 9100 Pro with Heatsink 2TB
Under NVMe Configuration: Samsung SSD 9100 Pro with Heatsink 2TB / Size: 2000.3Gb

System appears to see the SSD just fine but it will not boot to it unless the Windows 11 USB installer is plugged into the system. Windows installation went flawlessly, did its updates and cycles of reboots. Have redone the windows installation twice already.

All components are brand new.

My guess is that the UEFI driver for the SSD drive is not part of the stock firmware, but I cannot locate instructions on how to remediate.
