AS Rock Phantom Gaming 6 X399 only red blinking

   I bought an AS Rock Phantom Gaming 6 X399 Motherboard together with the following components:

CPU: AMD Ryzen Threadripper 1950X  16 Core  
RAM: 4x Samsung DIMM 32GB, DDR4-2666, CL19-19-19
SSD: Samsung SSD 970 EVO Plus 1TB, M.2 
HD: Toshiba N300 High-Reliability 4TB, SATA 6Gb/s
CPU-Cooler: Alpenföhn Matterhorn Threadripper
GPU: Sapphire Pulse Radeon RX Vega 56, 8GB
Powersupply: Inter-Tech Combat Power CP Plus 650W ATX 2.2 

I installed all these components but after turning on the PC nothing happens expect the X399 unit is blinking continuous red in an interval of 1-2 seconds. There is now diagnose display on the mainboard, I tried to remove all components but it keeps blinking, till I removed the CPU, where nothing happened anymore. I saw that other X399 motherboards need a BIOS Upgrade for the new generation of Threadrippers, but this is not documented in my motherboards manual and trying it on all USB ports also changed nothing. 
What does the blinking mean, are there any methods to diagnose this motherboard?
