The following BIOS listed on the Latest BIOS Update page is not published yet, only the beta 3.88 ... I feel like this might be accidental. The listing below from:
https://www.asrock.com/support/index.us.asp?cat=BIOS

B450M Pro4 3.90     12/16/2019     Update AMD AGESA Combo-AM4 1.0.0.4 Patch B

*ASRock do NOT recommend updating this BIOS if Pinnacle, Raven, Summit or Bristol Ridge CPU is being used on your system.
*Before updating this BIOS, please also read the description in previous BIOS version.

This has been fixed and now 3.90 is available on the BIOS page for the B450M Pro4 ... I am going to test tonight and can report back ...

And now it has returned, just successfully flashed onto board with Ryzen 3600!
I can confirm it eliminated the PSP initialization bug that caused the CCP to get disabled in Linux.
