Hello this is my first post and I have an issue I do not know not to fix. I have build a few intel PCs in the past but this is my first amd build. I am running a

Asrock b450 steel legends Matx motherboard
Ryzen 5 3600 with stock cooler
Team force hawk 32gb ram 3200
Asus Gtx 1660 super gpu
Silicon power 1td ssd
Gamemax 600w semi modular psu

The issue I am currently having is that usb peripherals are not working. I start up my computer, my mouse and keyboard light up and can change the light setting on my keyboard but the keyboard and mouse are not connecting to my computer. When I?™m the bios I am pretty much stuck. The keyboard does not let me move within the bios and the mouse curser also doesn?™t move. My screen is not frozen as the clock on the bottom right moves and tells the time. I then moved my mouse and keyboard to every usb on my motherboard and front io but nothing seems to connect (this includes my 2.0 and 3.0 ports) . I have removed all my components and reinstalled then with no luck. I have cleared the cmos and removed the motherboard battery with no improvement.

Next I hooked up a running hard drive with windows are ready installed, computer boots up and starts but then I get to the welcome screen, I cannot use my keyboard or mouse to log in. I?™m pretty much stuck. Then I figured I would restart the computer with the drive installed and tried spamming f2 and delete to open up the bios. Upon spamming the keys I get back to the welcome windows screen. The keyboard doesn?™t connect so no way for me to get into the bios with the drive installed. I am at a complete loss, I do not own a ps/2 keyboard to see if that works. I have never had this issue any ideas ?
