Can I use DDR4-3000 with X99 WS?

I have the ASRock X99 WS motherboard.

CPU is CPU is Intel Core i7-5960X - 3GHz - Socket 2011-3.

Motherboard manual says it supports "DDR4 3000+(OC)*/2933+(OC)/2800(OC)/2400(OC)/2133/1866/1600/1333/1066 non-ECC, un-bufered memory"

Does that mean I can use DDR4 3000 memory if I use overclocking? Or does it mean I can only use DDR4 with speed up to 2133, but I can get higher speeds with overclocking?

I recently tried to upgrade all the RAM to DDR4-3000.If I can use this memory, what settings do I use in the BIOS? Here are some of the things I have tried, none of which worked. The system won't boot with the new memory.

- default settings
- DRAM configuration > DRAM Freq OC Preset > DDR4 3000.
- Setting the timings to 15-16-16-35 and voltage=1.35V

None of those settings have worked for me. All of the slots A1,A2,B1,B2,C1,C2,D1,D2 are filled with RAM.

None of those settings work with the new memory When I install some older memory, also 16GB per stick, speed 2133, using default BIOS settings, it works.
