X370 gaming X debug code 98

   during weekend ive swapped cpu from 1600X to 3800X
bios 6.00 was already used on 1600x with no issues
after CPU swap, PC doesnt work like every 3rd boot, it gets stuck on debug code 98, if i wait for few minutes, windows will load, but no usb works and i can hear usb devices connecting/disconnecting sounds
rebooting fixes that
usb 3.0 ports are affected
USB 2.0 ports are fine
