Based on NZXTs suggestion, I need to set the CPU FAN speed to full. What's the correct setting for this in BIOS?

That would depend on the motherboard you are using, please give us your system specs

There is an option in hardware monitor in your UEFI to set CPU fans to "Full Speed". That should be all you need.

OK thanks. Bummer still doesn't fix the noise issue with the X61 but I think that's not mobo related.
