No boot after power outtage

   Hello

I'm in a rather annoying situation where a machine doesn't boot after power outage. even with the BIOS setting has been set to "power on".

It seems if you just unplug the power and plug it back in "relatively fast" it turns on, but unplug it for longer and it doesn't turn back on when power is restored.

system information:
Asrock X570 Phantom 4 gaming
AMD X5950X
64GB Kingston Fury 3200
SSDs Kingston KC3000 RAID 1
Seasonic Prime GX 1000W

can anyone explain to me why it doesn't boot back on after a power outage?
