Keyboard not responding, cant get past boot menu

   I am just assembling a new PC with an A88M-G/3.1 board.

I've tried 2 different USB keyboards.  One known to be working, one brand new.  I've tried them in every port, and tried each using a PS2 adapter.
I tried resetting the CMOS.

The keyboard lights turn on but that's all I've got. 

How can I get a keyboard working?
