Z270M Extreme4 stopped working

   New Z270M Extreme 4, i7-6700K, Corsair 2x8gb, EVGA nVidia GTX 780, 1000 watt OCZ PS, 2 hard drives, 2 SSDs
PS is older, like 7-8 years, all other components except Mobo 1-2 years old. Was having mobo trouble so got this model.

Installed and booted up fine day 1 and has been running non-stop 24-7 for about a week. Obviously at idle during nighttime but it is not my habit to power it off.

Today, playing a game (War Thunder) suddenly shut down. Now it powers up but will not post. Disconnected all power, removed CMOS battery, shorted CMOS jumper hoping that would help. No change.

CPU is watercooled but within a couple minutes of shutdown I pulled the waterblock to make sure it didn't overheat - CPU was cool to the touch as was everything else I touched. The case was open and has plenty of air supply.

I thought it might be an issue with one of the other components so I started with pulling the video card. With the video card out, the power cycles on and off - when I press the power button, it clicks on for a second, then back off. This continues until I power it back off. When I re-insert the video card this doesn't happen, which seems really odd to me. Why would removing the video card cause that? BIOS setting? CMOS should be clear.

I did the RAM thing - pulled each stick, tried different slots, no change. 

What else to test? What would cause this? 

So here's the kicker; I was having a very similar issue with my previous mobo and I assumed it was the cause. It appears now it may not be. However, with the other mobo, it would power back on if I reset the CMOS.

Seems it must be either the CPU or the PS. 

If it's the PS, what effect would CMOS have on it? The PS is the oldest piece but it was a good one and has more power than I use.

If it's the CPU, how do I tell? $350 for a new chip is too much on a guess.

I'd appreciate any suggestions.

	Another slightly odd thing I noticed is when attempting powering up, the CPU fan spins but not the other two (opt_cpu and case). When I remove the video card and get the on-off continuous behavior, all three fans spin a bit as the power cycles.

	Occurred to me the CMOS thing may actually have nothing to do with it and it's purely the Power Supply. Pulled the PS and flipped it over to be sure the fan was still turning, it is. It's rather dusty in there, but I'm not digging into that - could be potentially dangerous. With everything unplugged except the mobo, I get the power cycling on-off-on thing again. If I plug in the video card - the PS powers up. I guess I'll buying a new PS unless someone else has a suggestion.
