Windows 10 pro cannot boot with 8 dimms (128GB)

Odd, logic dictates Win should also 'see' all the memory, if BIOS does so.

First thing - unplug everything! Strip the mobo bare. Assemble all back in. Re-seat the CPU! Very important.

OK, now, try updating BIOS to beta v3.32. Clear CMOS properly and reboot once again.

Next, install Win from scratch (maybe get some fresh .iso from their tool), when everything in BIOS is left to default. All should be fine now?

Also, if BIOS detect the quad-channel, you can try with some Linux live CD, just to verify what's happening.

Hello
I'm trying to build a workstation PC.
The issue is Windows 10 locks up about 1-5 seconds upon boot, ONLY when all 8 ram DIMMs are populated. It boots and runs for days if 7 DIMM slots are populated. I don't suspect its a bad RAM module because it will boot with 7 DIMMs when any single slot 1, 2, 3, 4, 5... is unpopulated. Even the Windows10 DVD-boot installer locked up with 8 DIMMs.

Windows recognizes all 112GB as usable (7 DIMM slots)
UEFI recognizes all 8 RAM modules with proper part number, speed, and quad-channel.

AMD 1st Gen RYZEN Threadripper 1920X 12-Core / 24 Threads 3.5 GHz Socket sTR4 180W (YD192XA8AEWOF)

ASRock X399 Taichi sTR4 AMD X399 SATA 6Gb/s USB 3.1 ATX AMD Motherboard
Windows 10 Pro 64-bit - OEM

I've been pouring over the forums and have literally been trying everything for a week straight. None of these worked:
Updated UEFI version to P3.30
Increase SOC voltage to 1.1V
Increase RAM voltage to 1.4V
Use timing/voltages from Ryzen Calculator
Disabling IOMMU
Disabling CMS
Underclocked RAM to 1866
Checked socket for bent pins and re-seated CPU

Questions:
I realize now that my RAM is not on the ASRock X399 QVL. But I figured it would still work to some degree if underclocked. Is this unreasonable?
Is there anything else I should try?
Should I RMA the motherboard or CPU?
