X99 OC Formula/3.1 Locking Up and Powering Off

Got a build that runs fine in UEFI. It passes the Intel UEFI CPU check tool, Dell UEFI diags and Memcheck86 UEFI. (Temps are great during tests ~32-40C). I do not encounter any issue in UEFI.

Problem is, outside of UEFI, it powers off or locks up shortly after starting Windows and Linux (usually within a minute but sometimes up to 20-30 minutes). It starts booting the OS and usually reaches the desktop GUI. I had some sessions last long enough to reinstall Windows. I was also able to install Ubuntu on another drive successfully after a few tries were unsuccessful due to shutdowns. I am almost certain it's not a driver issue since it happens in multiple OS's.

For troubleshooting, I have swapped motherboard (replaced by AsRock with same model), power supply (also tried Seasonic 1000TR), hard drive (also tried Samsung 960 pro) and video card (tried an AMD & Nvidia). I have reduced RDIMM count to 1. I have cleared UEFI and set to defaults. There is no overclock.

I suspect memory at this point, but would like some proof. Support says there are no UEFI logs that would indicate the source of the problem. They also said they could not analyse the motherboard I sent back in order to determine the cause. It is very frustrating that support has not been able to help identify the root cause. In fact, I have been told since the board was replaced, it was my problem to figure out. A pretty poor message to send to your customer. Frankly, this makes me question my decision to purchase Asrock. I expect better support than that.

I am considering purchasing Samsung DDR4-2666 ECC unbuffered b-die UDIMMS. I am thinking either M391A1K43BB1-CTD or M391A2K43BB1-CTD. Please verify if these are compatible with my motherboard. This is expensive RAM so I want to make sure it will work and solve the problem.

The strange thing is this system ran fine for several weeks before it started exhibiting this behavior. Please help me find the cause.
