For problem 1 try installing the Intel INF driver, see the Asrock Support section for your motherboard for the download or

BIOS updated to 3.1 but still same problems.

Almost ready to RMA.

Hi there.
I just built my new rig, but unfortunately I am facing two major problems:

Specs summarized:
Windows 10 Pro x64
ASRock H370 Pro4 BIOS P1.10 (upgrade limited by problem 2, read below)
i5-8400
2x16 GB RipjawsV 2400
SSD OCZ TR150
RTX 2060 Gigabyte OC Windforce
Seasonic 650 PX

Problem 1:
USB inserted before booting up are detected and are accessible. These ones generate an error in Device manager when they are disconnected, even after safely remove. USB inserted once in Windows are not detected in any USB port.

Problem 2:
System will not switch off completely using software request, that is, using Start, Power and then Shut down. System does a certain shut down process as video signal is switched off, but CPU and chasis fans continue running and the system never powers down completely. This implies that any installation process including rebooting will not work, which limits my actions drastically. Complete turn off is achieved by holding down power switch for a few seconds.

So far, for solving problems I have updated all my drivers with suggestions from ASRock webpage and Windows Update. I have made different combinations of BIOS setting regarding power saving states, but to no avail. I have read many reports related to problem 2, and to minimize chances I have unplugged the RTX 2060 and test with onboard video. No change, system will not shut down whatever I try.

BIOS upgrade should be a great option, but the problem with rebooting makes it really risky.

I am really getting out of ideas. Any help will be appreciated on any of both problems.
