Try a different sata cable and power cable to the sata drive and see if it works.
Also did you clean install both os's after the mobo upgrade ?
That's a must do as a X370 & a X470 mobo are gonna have different drivers.
If you've done all of that already, did you install Windows 10 first and then Linuz ?
That's also a must do for dual booying to work correctly, as far as Windows 10 goes, it must be the first o.s. installed for dual boots and then the Linux install dtsrt4ed from inside Windows 10 and put on a different drive from Windows 10.

I wanted to keep up with AMD, so I transferred everything from an X370 Killer/SLI. I had a dual-boot setup with Manjaro and W10 working sweet with the 1700X and moved to the 2700X.

M.2 boot with Manjaro Linux 4.19 KDE
Samsung 860 SSD with Windows 10
WD 1TB Black with Manjaro storage
WD 1TB Blue with Windows storage

I installed the new X470 Taichi and the new 2700X CPU, new power supply, and transferred all the hard drive storage from the old X370.

Unit would NOT boot, no BIOS post, and no fans even run.

I remove the modular SATA power cable from power supply, leaving only the motherboard, cpu, and graphics power. Unit powers up normally, I can get into UEFI setup, and boots from the M.2 NVME. Things run as expected.

With the unit running, I reach into the case with the SATA power cord and plug it into the power supply and the motherboard immediately shuts down.

I would welcome any troubleshooting logic you can offer. Thanks
