Hi M440, a bit of digging led me to this thread on redit:

It looks to be something used in house at ASRock for debugging/programming ROMs etc.
From what I gather reading through that thread it may also be what provides the
data for boards that have Dr. Debug displays.

Given that the few mentions I managed to find in ASRock manuals said "for factory
use only" I don't imagine ASRock would be willing to provide any documentation
on the header/port.

Regardless, I suspect it is useless as a UART port for any purpose other than
debugging with ASRock's own in house testing tools.

Great question and a neat find, after reading your question I found UART ports
on several of my own ASRock boards too. Might be fun to rig up a reader that can
output the codes for debugging. Not something I really need as all my boards still
work perfectly, even my old socket 775 and socket 462 boards.

Hope this helps. You could always try a support ticket, someone at ASRock may
be willing to give a bit more detail, I doubt it but no harm trying.

there is an UART port on my Asrock AM5 motherboard. Is there any documentation for it?
asrock b650m-hdv/m.2, ryzen 7700x@85watt, arch/kde
