It would seem you have already followed all the troubleshooting steps I would
recommend. That said, I will list them again here:

1. Clear CMOS
2. Disable CSM then save and exit the UEFI
3. Check to ensure CSM is disabled
4. Enable "above 4g decoding" and "Rebar/SAM"
5. Save and exit

If that does not work then I would open a support ticket with ASRock and inquire
with them directly:

Technical support request: "No Signal" issue when enabling SAM (ReBAR) - ASRock B450M-HDV R4.0 & RX 6650 XT & Ryzen 7 5700x

I am contacting you regarding an issue where my system fails to output a display signal when enabling SAM (ReBAR and Above 4G Decoding). I have verified that my hardware configuration supports these features, but I am encountering a boot failure after POST despite correct settings.

OS: Win 11 (Installed in UEFI/GPT mode)
Driver: Adrenalin 26.6.1 (latest)

Troubleshooting steps performed:
Updated BIOS to latest version (11.0)
Verified that Windows is on a GPT partition
Disabled CSM
Set "PCIe x16 Speed" to Gen3 in the AMD PBS menu manually
Disabled "Fast Boot"
Set "Secure Boot" to Standard mode
Confirmed that I am using the latest VBIOS I could find, and driver version as I stated earlier, also updated firmware to latest.
Cleared CMOS
