What happens with the GPU in PCIE1?

Hi there,

I am getting frustrated at trying to sort this Error 00 on the Motherboard out.
Was gaming yesterday, shut computer off and turned back on an hour later and fails to boot. My Dell monitor kept saying no mDP input which I am used to since sometimes it gets funny about recognising the computer and I have to restart it. I hadn't realised that the motherboard was displaying the 00 code for screwed CPU the whole time I was fiddling with the monitor.
Anyhow, to try and remedy this I have plugged the DP into the motherboard (previously in the GPU) so I can access the UEFI settings as the GPU was sending no info at all.
I have removed and reseated almost all major components such as 2 RAM sticks, power adapter, hard drive, CPU and 8 pin cable, GPU and 8 pin cable as well as it's 16 pin holder, CMOS battery (about a million times).
When I press F2 to configure the computers' settings the MB recognises all the components except the Graphics card, it just shows that one isn't present (I have it plugged into PCIE2). All components are lit and spinning should they have fans (I know that that is no indication but all of it is receiving some sort of power).

Computer info:

Intel i-7 6700k
GTX 1070Ti
2 x Crucial Ballistix 8GB DDR4 (16GB)
Z170 Extreme 4 Motherboard
Corsair CS650M power supply

I am starting to think that it is the motherboard at fault.

Please bare with me on this, I probably won't understand all the acronyms that you guys throw at me as I'm a huge amateur with computer building. I've probably missed a tonne of info so do say.

Any help would be much appreciated in trying to diagnose this weird issue.
