PCIe x1 card in PCIs x16 slot does not work |

Any comments on this? Everywhere I read say that x1 devices should work fine in x16 slot, but in this motherboard it does not. What can be the problem?

I use Z370 Taichi motherboard in a server. I have a WiFi card QWA-AC2600, which has short PCIe x1 interface. It works fine in PCIE1 slot, which is x1 slot. But it is very close to a video card installed in slot PCIE2, which blocks heatsink, so I decided to install it in slot PCI5, which is available, but it is a long, x16 slot. From what I know the card should work just fine there, but it is not recognized by Windows and Ubuntu Linux. Could you clarify - why is that? Can I make it work in the long PICe slot?
