Z370M Pro4 trouble updating BIOS

TL;DR When doing instant flash I get the message about "press enter, PC will reboot and BIOS will continue to flash". All that happens is PC restarts and boots normally and goes all the way to windows.

Full version:

While I saw the suggestion about "don't upgrade BIOS if everything is already working correctly", I'm way back on 2.0 (March 2018) and just felt like updating for something to do.

I've been trying to do Instant Flash with a FAT 32 usb drive. I tried to jump right up to 4.20. I get a message "Instant Flash - after pressing <enter>, the system will automatically reboot. Please wait fora few seconds and the BIOS update will continue".

I get an immediate hard shutdown if I hit enter or press OK. The PC restarts, loads as normal, and goes all the way to Windows. Nothing ever updates, BIOS version stays the same.

I saw a comment online about not jumping directly to 4.20, 3.30 is the last update before the yellow text warning about "you won't be able to revert to older BIOS from here", so I thought okay, maybe I need to get to 3.30 first.

Just tried that, same thing. I get that message about pressing enter, I press it, PC shuts down, turns back on, I get the usual ASRock boot screens and it goes to Windows.
