Ryzen 1600 AF STUCK at 0.54ghz On Cold Start

MOBO: ASRock B450M PRO4 Micro ATX AM4 Motherboard
CPU: AMD Ryzen 5 1600 3.2 GHz 6-Core Processor
RAM: G.Skill Aegis 16 GB (2 x 8 GB) XMP Profile DDR4-3000 Memory
GPU: Asus GeForce GTX 1660 Ti 6 GB TUF OC Video Card
Boot Drive: SanDisk SSD PLUS 480 GB 2.5" Solid State Drive 
Second Drive: Seagate Barracuda 2 TB 3.5" 7200RPM Internal Hard Drive
PSU: EVGA 500 W 80+ Bronze Certified ATX Power Supply

Each time I "cold boot" the PC the processor throttles to just 0.54 ghz. Then when I restart the processor works just fine. I have to keep doing this over and over just to use my PC.

I haven't done any overclocking, I left everything at stock speeds except for the ram which had an XMP profile.
