I think, that after a day with the unit yesterday I have resolved this.
I had previously checked the correct seating of processor & RAM and that was OK.
RAM was in A2 & B2.
Didn't try only 1 RAM chip, but I have in the past.
All proprietary drives and updates for them & Windows were installed.
The RAM was not being correctly recognised by the BIOS and did not seem to have the correct settings being applied.
As in the correct speed & XMP profile.

Not withstanding the warning on the website, I updated the BIOS, this initially failed, as I tried through Windows.
However, I managed to reset the CMOS with the jumper, and then get the machine to boot reliably into Windows with the default BIOS settings, slowly, but it did boot & run Windows, al be it very slow.
I then did the BIOS upgrade through the "Instant Flash" which succeeded and again booted OK, eventually.
However, VERY slow.
Then would not reboot, so I ended up resetting the CMOS again, and this time it booted and reliably with default BIOS settings.
I then went through getting the processor up to speed by changing one item at a time, saving and rebooting to verify it would reboot and boot from power off.
Eventually the speed correction came when the system correctly identified the speed of the RAM chips as 3000, and loaded the XMP profile for this.
The system now seems stable and boots quickly, plus I have a default and disk save of these settings.
My issue is that there are just so, many, BIOS adjustments, and there is a distinct lack of information as to what each adjustment does, and what effect the adjustment has on the hardware.
The motherboard manual would do well to give a better explanation of these adjustments, and what they do rather than just repeating what it says on the screen.
Many motherboard OEM's use different names for the same thing, and this means there is no standard language for the features, which simply leads to confusion, and poor implementation of products resulting in poor performance and reliability thus getting the manufacturers a bad reputation, when simply giving out more detailed information would mean so much, and go so far towards getting a good customer service reputation.

Thanks for posting your query to ASRock forum.

Allow us to provide some suggestions for you:
1. If the system is laggy right after clean installing the Win10.
   -Please make sure that drivers for the motherboard are installed.
   -If the problem persists, please go to the following points.
2. Make sure that memory modules are installed to B2A2 slots.
3. Try installing one RAM only to the B2 slot.
4. Try the same with another RAM.
5. Try updating the BIOS to the latest.

If the problem still persists:
1. Check the CPU temperature.
2. If possible, try with a different power supply.

Otherwise, kindly have the store where the motherboard was purchased from to check the motherboard for you.

Hi all,
I'm new here, so I hope this is the right forum.

Just a little background.
I have a little issue with a build I did a few months ago.
I've always built my own PC's but, not for many years now.
When I wanted another tower unit, I was a little out of touch, so I asked my son who is heavily into PC gaming for some help.
I wanted the machine for graphics, CAD, Virtual Machines, office stuff, some coding, and video editing, but not gaming really.
He persuaded me to look at the gaming kit because he knew it, and his rationale was that if it would run a high spec game well then it should do what I needed.
Which made sense.

So we worked up a spec and looking at value for money, and availability at the time, I opted for the Z390 Steel Legend motherboard, I had previously (many years ago) had issues with AMD processors, so I had decided on the intel route, and picked the i9-9900k.
RAM wise I went for Corsair Vengence 2x32GB sticks.
The RAM is CMK66GX4M2D3000C16.
This was in the compatibility lists for both motherboard and processor.
HDD is a Samsung 970 EVO NVMe-M.2

When I built the machine it was very laggy & slow, jittery mouse movements, ages to open programs.

I was running the default BIOS settings though.
Ran CPU-id and the processor & RAM were running slow.
It was quite easy for the processor, the MB recognized it could be clocked to 5GHz and was quite happy to do that.
The issue is setting the RAM speeds.
I am pretty convinced that my remaining issues are due to the RAM settings.
I played around a little in the BIOS and got things a little better, but not much.
I would put some screenshots of the CPU-id results, but I don't know how.
Is there anyone who can give me some guidance please on setting up the RAM in the BIOS.
Every time I seem to make changes the system won't boot, and I end up having to go back to default BIOS settings.

Sorry for the long message, I hoped that including the information now, might help make things clearer.
Any help and guidance appreciated.
