ASRock Steel Legend x570 Doesn?�t turn On issue

   Hi ?? 

I bought this motherboard brand new and after everything it?�s installed, doesn?�t turn on. 
Motherboard lights turn on but it doesn't power up when i switch the power supply but the fan in the power supply doesnt turn on even the small fan on the mother board doesn't turn on. 
My setup: Corsair RM850 850W 80 PLUS Gold Fully Modular PSU Power Supply Wattage: 850W
ASUS TUF GeForce RTX 2060 6GB Gaming Graphics Card GeForce RTX 2060
CORSAIR - Vengeance Pro RGB DDR4 3200MHz PC RAM - 8 GB x 2
AMD Ryzen 9 3900X Processor (12C/24T, 70 MB Cache, 4.6 GHz Max Boost) 
- Asrock X570 STEEL LEGEND-AMD X570-AM4, ATX-4 DDR4-HDMI-DP-XFire-RGB Light
