Never mind people. Just figured it out. I have two USB external hard drives. As soon as I unplugged them and booted up, I was up and running in less than a minute. I guess I just searched for Windows 10 answers instead of Samsung and ASRock sites for answers. Finally found a suggestion to unplug USB devices and it worked.

Hello everyone. For some reason on boot up I get the ASRock logo screen (with the various boot options at lower right), but it just stays on that screen for at least 90 seconds. I'm wondering if I've screwed up some setting in UEFI, or is something else going on. This is a dual boot Windows 10 64-bit on one SSD and a Windows 8.1 32-bit on another SSD. I remember that when I first built the computer the boot time was very quick, but over the last 3 weeks or month the boot time has slowed tremendously. Once I chose Windows 10 64-bit to boot into, the computer also takes about 3 minutes to boot into windows. I don't know if the two are related or not. I've done everything in windows itself (as per various suggestions) and still nothing.
Does anyone have an idea what's going on? BTW. 32 Mbytes ram.
