I am having this exact same issue with my B550 Phantom Gaming-ITX/ax.
I have true all firmwares above 1.10, and allso tried to reflash 1.10 and the 1.20 again without any luck.
I will try to save the file to my secondary drive as recommended above.

Place BIOS in the root directory of your secondary drive if you run multiple drives ..if only one, then try on your C: drive ..that's how I always do it as USB drives can be flaky...

Generally a good idea to reset to defaults prior to flashing as well if you don't practice that already.

Have had multiple B550 boards as of late that refuse to update.

Downloaded the BIOS file for the respective motherboard and put onto an empty USB, plugged into motherboard and run Instant Flash from the Tools section in BIOS. The board will recognize the file, for example \B550PG41.70, procced with update, and upon completion say that the flash was successful and to press enter to restart. After the system restarts and boots into BIOS the BIOS version remains at 1.10.

I have had this issue with multiple ASRock B550 boards (Pro4, Phantom Gaming 4, multiples of both). The instructions are very straightforward and I'm not new to BIOS flashing so not quite sure what I could be missing.


P.S.

Have also tried different USB ports, and USB drives.
