No display from any GPU on my new z490 Aqua

No display from any GPU on new Asrock z490 Aqua
So I recently bought an Asrock z490 Aqua and an Aorus RTX 3090 Waterforce WB. The first time I put the gpu in to test it posted and worked fine. I then took it out. A few days later when my SSD arrived I installed windows without the GPU in. It all works fine when plugged into on board graphics. But now when I plug my GPU in, my monitor detects it but says no signal. I then tried my old GTX 1060 and it did the same thing. It£�s definitely not faulty cables, have already tested all that. Do I need to install Nvidia drivers whilst using on board graphics and then install GPU£ Here are the things I have tried: Resetting cmos, disabling on board graphics and made sure the default vga is PCIE in BIOS.
