I'm also hitting the same problem with x99-e, and also using ECC ram... Has anyone been able to get this to work?

I have a similar problem or looks similar.
System spec:
Asrock X99E-ITX/AC
2x16GB Corsair non-ECC DDR4 SDRAM 2400Mhz
SM951 256GB NVME with Samsung NVME driver
AMD R9 Nano GPU
etc.
 
This system ran Windows 7 x64 normally, until I swapped out the RAM for
2x16 GB Samsung ECC M393A2G40DB0-CPB (on the memory support list of this Mobo).
Windows boot stuck at Starting Windows.
Windows installation media boot from DVDRom also stuck at Starting Windows.
Memory - extended test ok.
Boot to safe mode on Win 7 x64 residing in the SM951 also ok.
 
I pressed the Clear CMOS, so every setting is factory default.
So a bit puzzling. Swap the memory for non ECC if you can and try.
I posted my original problem in a separate thread on Asrock forum 3 days ago but no response yet.

Hi,

I also faced similar problem.

My system:
Intel Xeon E5-2683 V3
Crucial 32 GB ECC/Reg Ram (CT32G4RFD4213.36FB1)
Gigabyte GTX 1070 itx graphics card.
Asrock X99e-itx/ac

System entered in UEFI properly and detected all the hardware correctly.
Ram test (Memtest86, Memtest86+ and Windows memory test) passed in round-robin CPU selection but Parallel CPU testing restarted the system in middle (possibly a software bug of Memtest86+ or UEFI).

CPU-Z showed correct processor and Graphics card.

However, with default UEFI settings could not install Any OS (Windows XP, Vista, 7 and 10) and Linux (Redhat EL, Fedora, Debian, Ubuntu, OpenSuse) both 32 and 64 bit.

Updated to latest UEFI (P3.60) but no success in OS installation.

Started playing with so many parameters in UEFI (CSM, Secured boot and so on) but no success. Emailed Asrock customer support but no response.

Once changed SATA mode to IDE and could install Windows XP 32-bit. Got some Hope but most of the hardware not supported with Windows XP 32-bit (detected only 1.4 GB RAM). Tried 64-bit XP and Vista 32-bit next but both failed in installation.

Finally disabled CPU C-State in UEFI and could install OpenSuse 42.2, a 64-bit OS.

Still do not understand if problem is in the CPU or in UEFI or in the motherboard hardware.

Still waiting to get response from Asrock customer support. Never expected need to spend so many day's to Install first fully functioning OS in this system.

Hope some one else will be benefited from this info.

Thanks, I have read it. It seems, it's not the device limitations, but it's limitations of the current software (firmware/OS) due to device capabilities which is slightly different from the conventional drives.

however, we also tested on another vendor's boards and the result is the same.

Greetings, this is ASRock Technical Supports Department.

We provide some suggestions to you for try:
1. Please flash the BIOS to P1.20 as the link and set BIOS to default : http://www.asrock.com/mb/Intel/X99E-ITXac/?cat=Download&os=BIOS
2. Due to the SM951/XP941 limitation, please install the Windows with GPT(UEFI) mode.
3. Please use another USB device or another Windows media resource to install the system for try.
4. If possible, please use another memory to verify.

i've now tried with ram from kingston instead and that didn't help either

with it disabled i still can't boot into the windows 8.1 installer and with it enabled and storage oprom set to uefi doesn't help either. i also have all the same issues if i use a sata drive
