ASRock B460m-itx/AC - No Boot

   I have a board with an i7-10700KF unlocked CPU and 2x8GB Corsair DDR4 2933Mhz RAM. Power supply is an EVGA 650w G3. No hard drive currently installed. Connect the HDMi and Display port and i get no POST on the screen. Left it on for about 15min on each display output and nothing appeared on screen. I have tried clearimg CMOS but the issue continues. 

Is this a dead board?
I tried changing the memory sticks position and using only one at a time in bot slots but that did not change anything.
