X570 Taichi can£�t run 3600Mhz

I have X570 Taichi with 3900x and 2x16G G.Skill NEO  3600 CL16. 
I have tried bios versions from 3.20 to the newest.

XMP newer worked. The Best what can I get is when I set  manual mode to 3333Mhz, manual set dram voltage to 1.35 and manual set timings to 14 14 14 14 28.

Dram voltage cant be set more of 1.35 V and if I set SoC to 1.1 system restarts and I have to set all from start.

Do I have bad motherboard of bad CPU?
