I am having a similar problem.
I have the Z690 Pro RS Intel core i5 12400 (on board graphics) 32 gigs Ram (Silicon Power Gaming) 1TB WD_BLACK SN770 NVMe SSD 500 GB Seagate Momentus HDD (ST9500423AS) When I shut down from Windows 11 for and turn the computer back on after a bit of time, the Asrock splash scree will appear but will halt there. Looking at the MOBO's pre-post error lights I get VGA and BOOT (storage). If I power down again using either the PWR button or the PSU switch, the PC will boot normally or in to bios and then normally after exit. I seem to only experience this when I have a drive plugged in to a SATA port. I was using a 3.5 4TB WD HDD prior to this but the drive suddenly failed with this issue going on, you could hear the mechanical clicks coming randomly from the HDD. Not sure if the problem is a power issue with the SATA ports in general or just when using using mechanical drives. I don't have an SSD to test this at this time. |

It seems the usb hub prevents first boot.
unplug the usb hub, and it boots now. |

There is a weird bug in this Z690 motherboard.
With windows 11, when you shut off the pc and wait for several hours, next time you boot up, it will not fully boot. The fans and power will turn on, but there is no output to the screen. You must hard shut off the pc by holding down the power button. On the 2nd try, it will fully boot to Windows. This only happens after shutting down for several hours. If you shutdown for only 10 minutes with the monitor turned off, it boots up just fine. It's as if it falls into deep sleep and can't fully wake up. I have all default settings, running default xmp profile, 12600k, and onboard gpu. No overclocking anything. What could be the issue? |
