   Uninstall the driver first then use DDU (Display Driver Uninstaller) you can google and download it. Once you run DDU (in safe mode) you can select "intel" from the drop down menu and run the cleaner. Then install the driver again and see if that gives you the control panel back.

	Intel® HD Graphics Control Panel I no longer start after updaet window from 8 to Windows 8.1, I even reinstall drivers and that does not work
