I also have a problem with starting the second video card.
It looks like when the even one card is installed in PCIE3 (PCIe 4.0 x16, supports x4 mode), the network card became disabled.

After going over the manual, theoretically a dual setup should work (manual page 31).

PCIe slots:
PCIE1 (PCIe 5.0 x16 slot) is used for PCIe x16 lane width graphics cards.
PCIE2 (PCIe 4.0 x1 slot) is used for PCIe x1 lane width cards.
PCIE3 (PCIe 4.0 x16 slot) is used for PCIe x4 lane width graphics cards.
PCIE4 (PCIe 4.0 x16 slot) is used for PCIe x1 lane width cards

The table at the bottom of page 31 specifies that a dual setup is possible with PCIE1 Gen5x16 and PCIE3 Gen4x4. They do list that the dual configuration is set up with Two Graphics Cards in
CrossFireTM Mode
. I am not sure if that is a requirement.

Does that mean the dual setup only works with AMD graphic cards?

Did you mean PCIE1 and PCIE3? Because there are no PCIE5 on the X670e PG lightning.

I am also having the same setup. Did anyone manage to solve it?

Hey I'm working on making an ubuntu server with 2 gpus but the second gpu is not detected by the nvidia drivers. Here are my current specs:

CPU: Ryzen 7950x
GPUs: 2x Aorus Xtreme RTX 3090 (in the 1st and 5th position PCIe slots)
MOBO: ASRock X670E PG Lightning
UEFI: X670E PG Lightning 2.02

My system boot into ubuntu just fine, but only detects one of the gpus. I've tried tweaking a couple values with the PCIe speeds to see if the OS would detect the second GPU but I had no luck.

Does anyone have any suggestions as to settings that I can tweak in the BIOS to get the 2nd GPU recognized? I feel like I'm probably overlooking import settings

Thanks
