Recovery/boot USB failing to reinstall Windows 11

Asrock PG-ITX/TB4
Intel 13900KF
Corsair Vengeance LPX 16GB (2 x 8GB) DDR5
MVNE SAMSUNG 990 Pro
Nvidia 4080 FE

bios settings: default
Uefi version: Z790 PG-ITX/TB4 7.03

New compter. When trying to install windows from usb recovery media the computer load a little bit from usb then it reboot. I have tried several usb media with same result. I even changed nvme drive and memory as well but same result. I am suspecting there are some bios settings that is preventing the computer to do a clean install vias usb. please advice.
