990FX Extreme3 RAM issue

Hello all.

I have a PC with the next config.:

Processor: AMD FX SERIES FX-8350 4.0Ghz 8X Black Edition
Placa Base: Asrock 990FX Extreme3
Cooler: Noctua NH-U9B SE2
RAM: G.Skill Sniper DDR3 1866 PC3-14900 8GB 2X4GB CL9
SSD: Kingston HyperX SSD3K 120GB
HD: Seagate Desktop 7200.14 2TB SATA3 64MB
Power: AeroCool Strike-X Power 600W
Graphic: Asus GeForce Strix GTX 960 DirectCU II OC 2GB GDDR5
DVD: Asus DRW-24F1ST Grabadora DVD 24X Negra

The issued is that i buy 8 GB more of RAM (the same as above) once installed the pc do the next.
first try to start pc turn on normally
second try, pc turn on but windows dont start I must turn it off and start it again and so on in a loop one try turn on and one try dont.

I remove the 4 pcs of the ram, i clean it and put it back and keep doing the same.
I run the Win Memtest and nothing is wrong 
Wen the PC start runs perfectly. Im running Win 7 Ultimate

Any one have any idea wy this happend
