z77 extreame4 will not turn on

so i was sitting playing a game on my computer and it suddenly turned 
off. i noticed that it will charge devices but will not boot on. 
switched out the power supply for another and the motherboard only seems
 to charge devices when the 1/0 is on- on a power supply but not actually
 turn the computer on. 

yelp what should i do, ive tried taking the 
battery out and replacing that as well and also checking out everything 
out to make sure nothing is touching anything

i took out the video card which is a saphire readeon 7900 3 gb jus to see if it would power up as well. how odd is this...
