I would think it most likely a Win10 - KVM issue but haven't gotten an answer as to which KVM is in use. So, that makes things somewhat impossible to research.

But can we say that the KVM switch perhaps does not like the Nvidia driver, that is not active while using the UEFI/BIOS UI?

Otherwise, what would the difference be between the video card working in the UEFI, but not in Windows 10. Assuming an Nvidia graphics driver is installed. If not, then the generic Windows 10 driver.

The latest WHQL Nvidia driver was removed due to many issues in games, so who knows what else it won't work with?

That fact, KVM, should have been included in the OPs 1st post. It is omissions such as that that make it hard to near impossible to diagnose Users issues over the internet Ouch

So it turns out this was all an issue from my KVM.  I tested all components using my wifes latop, then I plugged her laptop and my PC into an HDMI kvm (brand new) and was getting this issue.

When I swapped the channels on the KVM (so my PC was on channel 2 and laptop channel 1, I reversed the two) now it seems to work.  So there must be something different between the two channels that Windows 10 doesn't like.

Reverted to BIOS 2.3, it did not work.  Should I try a CMOS reset?  I also tried setting the PCI-E to gen 3 instead of auto (suggested on a different forum).  No luck.

Edit:
Tried a CMOS reset with old BIOS.  Nope

And, when downflashing, use Instant Flash, and remember to reset to defaults, save and reboot afterwards
