I had this exact issue on my x370 Gaming K4. I since did an exchange of the board and the RGB is working on this one. It seems like some of the boards have a manufacturing issue with the RGB component.

I have got a problem. on new mobo ( P 1.60 , 2.00 , 2.10 , 2.30 )Windows 10, AMD Ryzen 7 1700X Eight-Core Processor.
Chipset Heatsink LEDs are white light from the first start and never off , even when Shut Down. Attached to the RGB LED Header a LED strap is always white , when computer is on, when Shut Down lights go off. I cant change settings in UEFI , it is OFF. The ASRRGBLED doesn`t change anything and doesn`t remember my settings. If I move light switch in ASRRGBLED on OFF, I cant put in ON again. No other problems were found on this motherboard. The Mobo run on default UEFI profile ( not overclocked) How should I fix it? Should I replace this motherboard? I cant change settings in UEFI.
