Have you downloaded and installed the latest AMD All-in-One driver(s), 17.10 ? Scroll to the bottom of the info section of the below page to "AMD Chipset, AHCI, USB 3.0 and RAID Drivers" http://support.amd.com/en-us/download During installing the 17.10 drivers will install and properly set AMD's Ryzen Balanced Power Plan. |
