LLC should not be causing any sort of multiplier bug... I have a killer SLI and don't experience this. I use level 1 for SOC and 2 for CPU.  The only reason I havnt gone for 3.9ghz is I hesitate as it needs 1.37v or more ( not 100% sure) and only 1.3v for 3.8ghz. I don't think it matters and 3.8 is so easy to attain.

What does cause a multiplier bug is using fixed Vcore.

Same here. I cant get stable 3.9 because mbo has big v drop. If i start playing with load line calibration multiplier get stuck at 15.5 (1547MHz).
Asrock fix this please.
I found a lot of buggs on this MBO.

I ditched the crappy Corsair LPX and got some Gskill FlareX. Leaving CPU at 1.3v, 3800mhz for now. I want to dial in a Pstate overclock.

lvl 1 for SOC. Havnt decided on 2 or 3 for Vcore. Feel free to tell me otherwise.

OK scratch that, all is well, sorted it out. 
1.375v, 3900mhz for load, dropping to between 1.225 and 1.237 and 1500mhz to 2400mhz-ish across the cores now as I type this. I followed
and ONLY set Psate zero., went back to OCTweak page and set my offset vcore. Booted back into windows and AMD power plan had the option to set min proc frequency.

I've now done everything I wanted to do with this chip and board! Naturally I wonder if it can do 4ghz but I don't see a point. It will bring with it a need for a lot more vcore and heat.
