Here is the thing.

If you load the XMP profile it will be impossible to adjust the dram voltage manually. So, to run the above setup with max xmp profile values you should adjust the bios as follows:

Under OC Tweaker:
Load XMP Setting = Auto!
DRAM Voltage = 1.350

Under Advanced --> AMD CBS --> DRAM Timing Config:
Overclock = Enable
Mem Clock Speed = 1600
TCL, TRCDRD, TRCDWR, TRP = 14
TRAS = 34

Save and exit, check with HWiNFO64 frequency and timings and with AMD RYZEN Master the dram voltage.

Update:

It seems that whenever the boot test loop fails it resets DRAM settings.
With the following steps I managed to achieve 3200Mhz:

in UEFI
1) load DRAM XMP profile 1
2) set RAM frequency to 3200
3) in DRAM timing configuration enter 15-15-15-35 (14-14-14-34 fails the test)

One question remains, why the DRAM voltage setting of the Fatal1ty X370 Gaming X does not accept 1.350v as per F4-3200C14D-16GFX specs.

Hi Folks,

The Fatal1ty X370 Gaming X (3.10 bios) with a 16GB kit of g.skill F4-3200C14D-16GFX does not accept either XMP profile settings or manual DRAM configuration.

Loading the XMP profile recognizes voltage, frequency and latency settings but does not apply them. After reboot the system defaults back to unspecific values (see screenshots). Swapping modules or switching to different banks on the board does not affect this.

What also strikes me as odd is that Cool&Quiet does not seem to have any effect in Windows 10.

Any advise on how to resolve the memory issues would be much appreciated.
