Your problem is probably related to the use of Windows 7 and its lack of a native USB 3.0 driver. I understand you added a USB 3.0 driver to your Windows 7 installation.

The USB 3.1 Hubs are not the USB controllers themselves, but used to create more USB ports from a USB source. You listed USB 3.1 hub controllers, so I assume they are not the USB source controllers. But you should find unknown devices in Device Manager if a USB source does not have a driver installed.

The USB sources should be enabled by default in the UEFI/BIOS, but there are configuration options for the USB ports in the Advanced\AMD CBS\FCH Common Options screen, and the Advanced\AMD CBS\Promontory Common Options screen.

Windows 10 will only use its native USB 3.0 driver for all the USB 2.0 and 3.0 ports on new AMD and Intel chipset boards, and neither manufacture supplies USB 3.0 drivers for Win 10.
